Despite being born and raised in Japan, having paid taxes, and naturalized, they are not able to receive the minimum guaranteed pension. In March 2000, seven Deaf Zainichi-Koreans file suit in the Kyoto District Court protesting unreasonable discrimination that foreign nationals above a certain age and who have a disability are not able to receive disability pensions. Through interviews with the plaintiff and supporters, and past documentaries, the director brings us face to face with historical and political issues of “disability” and “ethnicity”.
